Brake drag with manual drum brakes front and rear could be caused by one or more of the following conditions: Frozen parking brake cable Often overlooked, but a parking brake cable that's frozen in the applied position will cause brake drag. A frozen wheel cylinder piston If a wheel cylinder piston freezes it could cause the shoes to drag on the drum. A pre-load pressure on the master If your pedal linkage binds it may retain a pre load pressure on the master which causes drag. Incorrectly adjusted drums Having the drums too tight will cause drag. Check the drum adjustment.
