A hard pedal with power disc brakes front and drums rear could be caused by one or more of the following conditions: A defective power booster.
When a power booster goes bad the pedal will get extremely hard. Like stepping on a brick! To check your booster, turn off the engine and step on the brake pedal 5-6 times to empty the booster. Put your foot on the brake pedal with moderate pressure and start the engine. Your foot should fall slightly. If not the booster is bad. A low vacuum condition.
Low engine vacuum will give you a very hard pedal. For proper function the booster will require at least 16-18" vacuum minimum. Check your vacuum level with a vacuum gauge. Frozen wheel cylinder.
A frozen wheel cylinder will give a hard pedal.
